Un ancien commandant de la marine reçoit un inquiétant appel anonyme. L’homme au bout du fil affirme avoir placé des bombes dans des lieux publics très fréquentés, notamment un stade de football et un parc aquatique. Il s’agit de « bombes sonores ». Si les sons à proximité dépassent 100 décibels, elles exploseront. Les intentions du terroriste semblent étroitement liées au passé du commandant. Face à cette menace sans précédent une course contre la montre est lancée.
